Charged once per unique certificate that EUDAMED answered for completely in this run: its current status, expiry date, version, manufacturer and notified body, plus how that compares with the last complete observation. A first baseline observation is charged because it is current certificate data delivered to you. Never charged: rejected watch items, duplicate watch items removed before any request, the same certificate matched by a second watch item, pagination requests, detail-enrichment requests, retries, NOT_FOUND, MISSING_FROM_QUERY, PARTIAL rows including a failed detail request and a watch query over maxCertificatesPerWatch, FAILED rows, source timeouts, 429 and 5xx responses, unreadable responses, certificates held back by the suspicious-drop guard, and - when emitUnchanged is off - certificates that did not change.
