Charged once per contract whose complete current record is written to the dataset: a first-run baseline, or a current snapshot in snapshotAndChanges mode. A Contract Notice listed twice is charged once. Never charged for a comparison that changesOnly mode suppresses, for an authoritative NOT_FOUND, for a rejected Contract Notice ID, for internal retries, for failed or malformed source responses, for the expiry-horizon and last-modified scans themselves, or for a contract beyond the run's charge limit.

Charged once per change record written to the dataset: a newly entered recompete window, an end-date change, an extension, a value, supplier, agency, status, category or procurement-method change, a new match entering the watched portfolio, or a watched contract disappearing from AusTender. Every signal is confirmed against the live source before it is emitted. Never charged for unchanged contracts, background comparisons, retries, source failures or discarded portfolio anomalies.

market-setup

Once per monitor key and market filter, after its first healthy expiry-discovery stage. Covers initial discovery through the supported 730-day horizon, including continuation runs. Changing the market filter or using a new monitor key requires a new setup. Charged even when the verified range has no matching contracts. Never charged for exact-ID-only watches, failed or suspicious discovery, or routine rolling discovery. Continuation runs still have the monitor-run fee.
